The Bimodal Voter Accreditation System (BVAS) remains the veritable tool or weapon that ables and capables to prevent rigging in elections in Nigeria if it is properly used, not undermined, contradicted, manipulated and compromised by the Independent National Electoral Commission (INEC). This can be achieved through frowning at the influence of some politicians who regard themselves as riggers instead of leaders with good examples.



However, what then is the BVAS? The Independent National Electoral Commission's Bimodal Voter Accreditation System (BVAS) is a system that allows for Voter authentication using fingerprint and facial recognition technology. The BVAS comprises software and handware components. It can also be used to scan and electronically transmit Polling Unit/Registration Area/Local Government Area/State election results to the Independent National Electoral Commission Result viewing (IReV). The BVAS contains list of main components which they are: fingerprint scanner, front camera, touch screen, back camera, LED flash, power button, microphone volume button up/down button.

Moreso, BVAS is used for identification, verification and authentication in order to ensure free, fair and credible election in Nigeria.



Therefore, upon the intended used of BVAS for identification of the process of voters to ensure correct accreditation that enables search for the voter's information or record in order to duly be registered in the Polling Unit (PU) his/her information will be displayed in the screen of the BVAS. This ensures accuracy in the process of recording information of voter.

Thus, since the BVAS enables the process of identification to record the voter information accurately, what then would prevent the credibility of each voter's vote not to be included in order to be counted. It is because of selfish interest of the institution or commission who called itself 'Election Management Body' who doesn't uphold the guiding principles of the institution but embrace the influence of the some politicians to indulge in wrongness instead of rightness thereby disrupting the choice of the masses.

Furthermore, BVAS also enables verification of the voters that capable to initiate the authentication process of every information about the voters. This option activates the fingerprint scanner in readiness to authenticate the fingerprint scanner and request window to authenticate the voter. This verification process successfully request and accredited every detail about the voter. Then what would even establish in mind of some politicians about rigging or act of manipulation in the mind of the commission to contradict the integrity of the election especially the presidential election.



Thus, the BVAS also has the process of authentication that brings successful facial authentication. This last process ensure total and successful accreditation of all the voters in order to ensure transparent and credible election that would bring positive and constructive result that would represent the expectation and desire of the majority voters in the country.

As the result of this,  the used of BVAS for export of accreditation data enables accreditation data to be uploaded to the INEC backend. This requires availability of a data service which is usually provided by the SIM inserted in the BVAS. The export data tab under the elections tab on the BVAS application's home screen is used to upload all accreditation data to the INEC backend

Therefore, one of the problems noticed in the electoral process is the irregularities that take place between the Polling Units (PU) after the announcement of results and the point of result collation. Sometimes results are hijacked, exchanged, or destroyed at the Polling Unit, or on the way to the collation centers. It becomes necessary to apply technology to transmit the data from the Polling Units such that the results are collated up to the point of result declaration.

The real-time publishing of Polling Unit-Level results on IReV portal and transmission of results using the BVAS demonstrates INEC's commitment to transparency in results management. Thus commitment is backed by the some sections 47(2) 60(1, 2, & 5), 64(4a & 4b) and 64(5) of the Electoral Act 2022 which confers INEC with the power to transmit election results electronically. The system minimizs human errors and delays in results collation and improves the accuracy, transparency and credibility of the results collation process.

Finally, offline transmission of results through the e-transmission application has been updated to work offline, when and where there is no network. This guide seeks to show the configuration of the e-transmission application on the BVAS to enable it performs the offline and online. This guide also show how to check for internet connectivity and also change network channel in the main network channel.



The Bimodal Voter Accreditation System (BVAS) is indeed a truly weapon that can quash  the target of riggers during elections in Nigeria if it is transparently handled and used accordingly towards the free, fair and credible election, its results will be difficult and hard to manipulate and re-write in such a way that undermine and contradict the votes of the majority of the voters in the country. The Bimodal Voter Accreditation System (BVAS) only needs an independent institution who can verily and truly imbibe and abide in integrity, transparency, truthfulness, impartiality, and other impeccably characteristics towards the perfect will of the society not corrupt institution like the one in Nigeria during this 2023 presidential election.
